Race McCleery has served as Qivliq, LLC Senior Vice President and Chief Financial Officer since 2002. Race brings more than 15 years of financial experience to Qivliq, LLC, with an extensive understanding of financial management in high expectation, aggressive growth, and entrepreneurial companies. He has management experience with privately held and publicly traded companies, including Fortune 500 firms and start-up organizations. His background also includes SEC reporting and mergers and acquisitions within the contracting and technology services industries. Race has an accounting degree from the University of Alaska, Anchorage.

Mark Serway, Chief Financial Officer
Mark brings over 23 years of progressive business and financial management experience with technology-based middle-market and Fortune 100 companies providing products and professional services in both Commercial and Federal Government sectors. Mark’s executive experience provides a rich history of success leading change, maximizing profits and positioning organizations for sustainable growth. He is an accomplished leader consistently delivering results and exceeding expectations and possesses a unique blend of strong business acumen with energetic collaborative leadership style. Prior to joining Qivliq, he held senior executive positions with Employment Enterprises, Inc. as Chief Financial Officer and Paradigm Solutions as Chief Financial Officer/Senior Vice President. Mark’s industry experience also included financial management positions with Lockheed Martin IT, Getronics Government Solutions, Babcock & Wilcox and Boeing Computer Services. He received his M.B.A. in Finance from Averett College and B.B.A. in Management Information Systems from James Madison University. He is an active member of the Association for Corporate Growth and Financial Executives International.

Dennis G. Defensor, President – Qivliq Federal Products Group

Dennis Defensor has over 25 years hands-on experience in IT management, software development and government contracts.  Having both entrepreneurial leadership and corporate management experience, Dennis has founded and lead a diverse group of technology companies in commercial, federal and state/local government sectors.  He has been President of ICOM Simulations and TerraGlyph Interactive (award-winning game software development companies); Senior Vice President of the Oracle Division at DLT Solution (the largest Oracle government reseller); Vice President of Software America, VIACOM New Media, Falcon Microsystems (Bids & Proposals Division) and GTSI (Marketing Communications and eCommerce).  During the early part of his career, he developed algorithms and simulations for genetics projects (gene-ordering and chromosome-mapping) and he was a software engineer and sales engineer for NEC (Nippon Electric Company). His technical, entrepreneurial, business management, bids & proposals and legal background provide him with requisite skill sets in the complex field of government contracts. In the legal field, Dennis was a law clerk with the Government Contracts group at Morgan, Lewis & Bockius and he practiced law briefly with Wyatt, Tarrant & Combs.  Within Qivliq, Dennis started TKC Integration Services with a seasoned management team, and spun-off two successful divisions into separate operating companies (Cazador and TKC Global).  As Group President, he oversees these three companies of the Federal Products Group.  Dennis received a J.D. degree Catholic University and a B.S. Degree in Biology (minor, Chemistry) from Beloit College.

Bob Malkowski, President - Qivliq Federal Services Group
Bob has over 25 years of government and commercial leadership experience. He is a retired Coast Guard officer who served in a variety operational, electronics and communications tours, including the White House Communications Agency. Prior to running Qivliq Federal Services Group, Bob served as President of TKC Technology Solutions where he grew the organization from start-up to over $60M in revenues in less than five years. Bob’s private industry experience spans several start-up and established network engineering, software and telecommunications companies. He has consulting experience working for Wall Street firms, European technology companies, telecommunications Competitive Local Exchange Carriers (CLEC's), web hosting companies, and various government agencies including the Executive Office of the President. Bob is a graduate of the Coast Guard Academy (BSEE) and the University of Michigan (MSEE).

Dave Clauson, Senior Vice President, Strategy
With a background that includes over 25-years of experience in developing and deployment of technology-driven products and services, Dave Clauson combines the discipline of market-driven thinking together with a passion for breakthrough ideas. Seeing the move towards outsourced application development and the need for new source code security technology Dave founded Reflective, the first company to provide an automated source code security test and management system. Prior to joining Reflective, Dave was a co-founder of two security technology companies. CloudShield developed the first optical network packet processor - a breakthrough product with significant applications in high speed network security. Dave was also the first Chief Marketing Officer for ArcSight, a leading risk management software provider for companies seeking to prioritize security event correlation. Working in virtually every category of the industry, Dave has either led or was a key member of the teams that launched the IBM PC, Novell's NetWare, the Palm Pilot, the Intel Pentium Processor, Adobe Acrobat and Amazon.com. All were dominant brands in their category.

Claude Michael DeBruhl, Vice President, Human Resources

Mike has more than 25 years of human resources and business management experience.  He supports human resources and operating strategy initiatives across the the all levels of the organization. He previously served as Vice President of Human Resource Operations and Strategy for NANA and as Vice President of Human Resources for NANA Contract Services.  He has held similar positions with Capital One, the Titan Corporation, and DynCorp. Prior to joining private industry, Mr. DeBruhl served as a Personnel Officer in the United States Air Force leading major personnel departments throughout the United States and overseas.  He also served as a Personnel Staff Officer and later as an Executive Officer at Headquarters, USAF (the Pentagon), and as Chief of Personnel for the Washington, D.C. area.

A frequent speaker and panelist on career development, employment, career planning and other Human Resources and business management topics, he was instrumental in the establishment of the Armed Forces Communications and Electronics Association (AFCEA) Career Planning Center - - providing transition services to military members and government employees.  His efforts were recognized with the AFCEA International Meritorious Service Award.  He is a past President of the Washington Technical Professional Forum; involved with the Society of Human Resources Management (SHRM), the Employment Management Association (EMA), the International Association of Career Management Professionals (IACMP) and the Senior Human Resources Executive Forum (SHREF).  Mr. DeBruhl has served on several national advisory boards dealing with transition, employment, equal opportunity, and affirmative action. 

He also serves on the Board of Directors of Millennium Bank, where he chairs the Compensation Committee and is a member of the Audit, Compliance, Legal, Executive and Marketing Committees. He earned a Master’s in Personnel and Business Management from the University of Arkansas and a Bachelor of Arts degree from the University of North Carolina.

Matt Jesinsky, Vice President of Contracting and Procurement
Matt Jesinsky has over 15 years experience in purchasing and contracts management mainly in the IT / Telecommunications field. His experience includes working for major resellers, equipment manufacturers, and telecom companies, to include GTSI, NEC America, and Qwest Communications.

Matt’s ever increasing job responsibilities have ranged from buyer and product manager, to forecast and budget manager, to director of contracts and order administration. This diverse background has allowed him to grasp the intricacies and unique requirements of purchasing and contracting within the government and commercial spaces. Immediately prior to joining the Qivliq, LLC family of companies, he served as the senior subcontracts manager and small business liaison officer for Qwest Government Services, and was instrumental in the early and very critical relationship between Qwest and TKC Communications. Jesinsky received a business degree from George Mason University in Fairfax, Virginia.

Mark O'Malley, Vice President, Security and Risk Management
Mark O’Malley retired from the United States Army after 29 years of active duty, and brings extensive experience in telecommunications security management to the Qivliq, LLC team, providing his expertise to the entire family of Qivliq, LLC companies. Although primarily experienced in government contracting procedures and compliance matters while on active duty, he was also responsible for conducting or supervising security assessments throughout the world. Mark serves as the corporate security officer overseeing the Industrial Security Program for Qivliq and its subsidiary companies. Mark has a BS in business from the University of Maryland and is a member of the Society of Industrial Security Professionals (NCMS, Inc.), the American Society for Industrial Security - International and the Society of Corporate Compliance and Ethics.  Mark is a Certified Compliance and Ethics Professional (CCEP).
